Non-Public Services

If you are a new private school and/or have not yet submitted a full report to Osseo Area Schools, the information regarding your entitlement can be found on the Minnesota Department of Education website. Please contact Kristin Johnson at JohnsonK5@district279.org or 763-391-7017 for information regarding forms that must be submitted to the district in order to receive the appropriate entitlements. All forms are due by Oct. 1 each year.

Osseo Area Schools is responsible for locating, assessing and providing special education services to all qualified students, including non-public students. If you think a student may have a disability, please contact Danielle Johnson at JohnsonDanielle@District279.org or reach out to your partner school in the district.

Students attending non-public schools on a full-time basis may participate in Osseo Area Schools academic courses on a limited basis. See Academic Shared Time Policy and Procedure 546.

Homeschool students are eligible for some state aid. To be eligible for reimbursements, you must complete form ED -01650-37 and return it to us by Oct. 1. Submitting the form indicates that you will be seeking reimbursement; all receipts must be submitted to the school district by May 1. The preliminary authorized reimbursement rate per eligible student for textbooks and standardized tests is $120.97. This rate may be adjusted on or about Oct. 15.

Home school students in grades 7-12 are eligible for the guidance and counseling services their local public school offers its enrolled students, as long as the costs for such services do not exceed the amount allocated for guidance and counseling services by the state. Services may be provided at a mutually agreed upon location other than the student’s home.

Health services include vision, hearing, scoliosis, blood pressure testing, and review of health and immunization records.

Home school students are eligible for the health services their local public school offers its enrolled students, as long as the costs for such services do not exceed the amount allocated by the Minnesota Department of Education. This allotment may not be used for reimbursement of health supplies.

Homeschool or 279Online scholars may be eligible for School Year 2022-23 P-EBT benefits

The USDA has announced that a new limited group of homeschooled and virtual learning scholars may be eligible to receive Pandemic Electronic Benefit Transfer (P-EBT) benefits for school year 2022-2023. To receive P-EBT benefits, homeschool and 279Online scholars must meet specific eligibility requirements. Your child(ren) may be eligible if they:

1. Attended an Osseo Area School at some point before the start of COVID-19, or were enrolled in kindergarten as a virtual or homeschooled student in school year 2020-2021.

AND

2. Are currently not attending school in person due to concerns about COVID-19.

AND

3. Would have been eligible for free or reduced-price meals had the student been attending school in person.

If your student meets the above requirements, the next step will be to complete a P-EBT Application for Benefits. Contact 763-391-7129 or mobergj@district279.org to have one mailed to your home.  Income documentation will be required verifying your income and should be sent back with your application through the US mail. The application will be processed, and you will receive a results letter. If approved, you may be eligible to receive a P-EBT card from the state with funds loaded on it.

In Minnesota, all children ages 7 to 17 are required to receive instruction, and the person providing instruction must report certain information to the local superintendent. Please indicate on your submitted form which nationally normed test you are using. The state recommends the Iowa Test of Basic Skills or the Stanford Achievement Test, both of which are available from the University of Minnesota. The following tests are accepted by Osseo Area Schools:

Textbooks and instructional materials are eligible for reimbursement if they meet specific criteria. Reimbursement is allowed for secular (non-religious) textbooks; standardized tests; and individual student instructional materials allowed by state statute. If you submit receipts from a religious-based vendor, we will review the materials to ensure that they are secular in nature.
