When choosing colors for an image, it is a good idea to remember what you read about the Web-Safe Color Palette. Photoshop is an application used for many purposes besides web images. Some of the colors you choose in Photoshop may not show up the way you think they will on your users browser.
The tool to the left in Photoshop allows you to select foreground and background colors. Clicking on the black, curved arrow switches the foreground and background colors. To change either color, double click on it. You will get a window similar to the one at the top of this page. Select your color and hit OK. The foreground color becomes your painting color for all of the tools. The background color becomes your eraser color and the default color when you select an area and delete it. There is also a color palette to the right in Photoshop, but I've found double clicking to open up the Color Picker gives you more control.
